Community Character Overlay

The RCC executive committee has asked the city’s planning commission to renew the temporary community character overlay in place now in Rosewood. This zoning overlay requires a homeowner to get permission for moving or demolishing a home more than 50 years old, and before constructing new homes on a newly subdivided lot.

Over the next two years, the city planning department will be rewriting the zoning codes for the whole city. While we feel confident that most people in Rosewood are in favor of the overlay–based on the survey conducted by the planning department in 2011, conversations with neighbors, and discussions at meetings–we only asked for temporary protection to allow for flexibility when the new zoning designations are unveiled. The planning commission approved the overlay on August 5, 2013. The zoning public hearing will be held on September 17, 2013.

National Night Out–August 13

UPDATE: National Night Out has been postponed to August 13 due to the weather.

You’re invited to join us next Tuesday, as families from all over Rosewood come together at Owens Field Park [map] to meet your neighbors and members of our local police and fire departments. This community safety-awareness event is for kids of all ages, and will feature:

  • Officers from the Columbia Police Department;
  • Members of the Columbia Fire Department and one of their fire trucks;
  • A bounce house and waterslide; and
  • Refreshments.

Rosewood’s National Night Out is hosted by Rosewood Community Council and its member groups: Central Rosewood, South Kilbourne, and Edisto Court neighborhood associations.

July 18 RCC Meeting

Join us on Thursday, July 18th, at 6:30 p.m. for the quarterly RCC meeting. We will have Karen Kuse of The Montessori School of Columbia to discuss the school’s plans for expansion along Maple Street.

Also on the agenda: CPD K-9 unit, City Council at-large candidate Tommy Burkett, RCC election nominations, and other zoning updates.

June 4 School Board Special Election

On Tuesday, June 4, eligible voters in Rosewood will have the opportunity to vote for an at-large candidate to the Richland One School Board. The winner of this election will fill the unexpired term of the late Barbara Scott. The term expires in 2016.

The following candidates are vying for this seat: Pamela Adams, Deborah Belton, Doretha Bull, Reginald Sims, and Karen Wilson.

South Kilbourne Neighborhood Association Monthly Meeting

Please join the South Kilbourne Neighborhood for their monthly meeting on Thursday, May 2nd, at 6:30 pm at the Jim Hamilton-Owens Field Airport, large conference room. Speakers will include Richland County Coroner, Gary Watts and our City Council representative Moe Baddourah. City of Columbia Police will be on hand to give updates on what has been happening in the S. Kilbourne area.

Community Orchard at Owens Field Park

Rosewood is home to a fruit orchard near the track at Owens Field Park. In 2011, the Corporation for Economic Opportunity (CEO) was awarded a grant for a community orchard from Edy’s Fruit Bars and the Tree Planting Foundation. Owens Field Park in Rosewood was chosen as the location to plant the orchard. We owe a big thank you to CEO and Edy’s, everyone who voted for Columbia to win, and the volunteers who helped plant the orchard!

Updates on the orchard: April 2013

In the year and a half since the orchard was planted, the fruit trees have grown into a healthy and thriving orchard.
